Step 2: Buyer Obtains a Lien Release If Applicable

The seller should provide you with a lien release letter from their lender, or the title should have a stamp or sticker indicating the lien has been satisfied. Never purchase a vehicle without confirming that all liens have been cleared.
Step 3: Complete Forms MV-4ST and MV-1
Pennsylvania charges 6% sales tax on vehicle purchases based on either the sale price or the vehicle's market value, whichever is higher.
